The CSSI/David Trahan team combines over 15 years of providing IRS approved cost segregation studies with over 40 years of commercial real estate experience resulting in greater benefits for its clients.

David H. Trahan

David H TrahanDavid H. Trahan currently represents Cost Segregation Services Inc (CSSI) and works with a variety of real estate owners and tax professionals by providing cost segregation and asset valuation services.  Since 2012, David’s efforts have helped his clients  defer over  an estimated $6,000,000 in income taxes.  David has spoken to numerous real estate brokerage companies, commercial mortgage companies and CPA firms on cost segregation and the 2014 Tangible Property Regulations.  Some of the organizations that David has spoken to include the Austin Chapter of CPAs and the Houston Affiliate of the American Womans Society of Certified Public Accountants.

David has authored articles regarding Cost Segregation and Real Estate Valuation that have been published in the Austin Business Journal, the Houston Business Journal and the Appraisal Journal.

Prior to joining CSSI, David Trahan provided real estate consulting and valuation services to a variety of institutional, corporate and individual clients throughout the U.S. in such areas as property tax consulting, asset disposition and acquisition, portfolio valuation, and highest and best use analyses.

Mr. Trahan has appraised and consulted on a number of major complex assignments that have included The Woodlands, a 40,000 acre development, Williams Tower (largest suburban office building in the U.S.), Houston Center, and many Central Business District office buildings.

Mr. Trahan is licensed as a Broker in the State of Texas and has previously been licensed in Texas as a Certified General Appraiser and Property Tax Consultant.

Mr. Trahan is a graduate of Louisiana State University in Baton Rouge with a Master of Business Administration and has lectured on Real Estate at The University of Texas in Austin and The University of Houston Main Campus.

Rick Harsch


Rick has over thirty years of experience in a variety of specialties concerning commercial real estate. He has been a Principal with National Realty Consultants for the past six years responsible for their business development, client relations and marketing.

His broad areas of expertise include loan origination & underwriting, deal structuring, asset/property management, loan/asset workout, property & loan due diligence, sourcing & structuring capital, cost segregation & tangible property regs, real estate & business personal property tax matters, real estate valuation, sales and lease transactions and real estate valuation.   His experiences and work have taken him to forty-five states and involved the full spectrum of real estate in terms of assets, asset quality, type and location.

He has worked at Citibank, N.A., KeyBank Real Estate Capital, Fairfield Financial Group.  During this time he has originated over $1 billion dollars of loans, inspected and conducted due diligence over 2,500 property types, restructured hundreds of millions of dollars of loans and handled a variety of negotiations and capital restructurings  He began his career in the oil and gas exploration industry with Gulf Oil Exploration and Production underwriting capital expenditures for oil and gas exploration and production.

Rick is a graduate of the University of Texas at Austin with a BBA in Finance and Real Estate.  He is a twenty-six year + active volunteer and Past Chairman of the Commercial Exhibits Committee with the Houston Livestock Show & Rodeo and currently serves on the Grand Entry, International and Commercial Exhibits Committees.

Rick has worked and works extensively with the University of Texas and the Texas Exes. He is Past President of the Texas Exes Houston Chapter, Past President of the Houston Longhorn Club, served for numerous years with the UT Health Science Center Development Board and the Texas Exes Board.  He has served for many years and currently serves on the University of Texas System Chancellor Council and the McCombs School of Business BBA/MPA Alumni Council. Rick is an active advocate and proponent for all higher education.   Rick has served extensively and has long time experience with Municipal Utility Districts. He was a long time board member and a past president of HC MUD #278.   During that time he was involved in numerous annexations, operational matters, legal negotiations and at the time one of the largest municipal bond sales.  For the past several years he has served as the Secretary of GC MUD #54 involving the Simon/Tanger Corporations and Buccee’s.  He has been and is also involved with numerous professional real estate organizations and civic organizations.


Conni Smith

Conni Harris Smith has been actively involved in the real estate market for 35+ years. She has been in the brokerage business in the Gulf Coast area since 1996. Prior to that time, Conni worked in the real estate appraisal field, providing consulting and valuation services to individuals and corporate clients on properties related to commercial, industrial and residential utility.

Conni is a licensed Broker and a licensed Certified Residential Appraiser in the State of Louisiana. She continues to provide real estate consulting, valuation analysis, as well as asset disposition and acquisition and highest and best use analyses.

Conni joined The David Trahan CSSI team in 2015 and works on a variety of cost segregation studies with tax professionals and property owners.

Conni is a graduate of Louisiana State University in Baton Rouge with a Bachelor of Fine Arts in the School of Environmental Design.



Jimmy Campbell

Jimmy Campbell grew up in Shreveport, La. and is a 2001 graduate of the United States Military Academy at West Point. Jimmy served in Operation Iraqi Freedom 2 overseas in 2004/2005 and then earned his Master’s degree in Business Administration from Louisiana State University in 2009.

After completing his military service as an officer in the United States Army, Jimmy worked in the material handling equipment business, and owned several small businesses in the professional home care and insurance/financial services areas. His business acumen is broad, yet keen, providing him with an extensive base of knowledge on which to draw when assisting commercial property owners with cost segregation projects. Jimmy joined the Trahan/CSSI is the fall of 2016.



Charlie Shelton

Charlie Shelton is a graduate student studying accounting and taxation at Appalachian State University and is currently working on becoming a licensed CPA. He also received an undergraduate degree in accounting from Appalachian State. Charlie worked as an intern in public accounting focusing on tax compliance in the Winter/Spring of 2016. Charlie works part time as David H. Trahan’s assistant and a consultant for CSSI.
